ABSTRACT
Emergency Data Information System for Road Accident Victims(EDISRAV) is an online repository of personal emergency medical data and blood bank information, designed to facilitate collaboration between hospital accident emergency units and blood banks. This system perform two basic tasks: (1) It contains emergency medical data of registered members such as; blood groups and allergies. (2) It provides information about registered blood banks, and also provides access to their contents. This system is managed by an administrator who registers people, blood banks, and hospitals with the system. This information system aims at eliminating the stress and risk involved in running around for blood and test during emergency cases. This system was implemented with PHP and MYSQL. The Emergency Data Information System for Road Accident Victims(EDISRAV) will reduce deaths associated with excessive loss of blood in the cases of road accidents to the barest minimum if implemented in Nigeria.

INTRODUCTION
1.1 Background
The rate at which road accidents occur in Nigeria is alarming. This led to lost of lives and property. There have been reported cases of families that were wiped out by road accidents. This now posed a great challenge to the federal government of Nigeria.
In an attempt to reduce untimely deaths and destruction of lives properties resulting from road accidents, the Federal Government of Nigeria formally approved the establishment of the Federal Road Safety Commission in 1988. The main objectives of the FRSC is to enforce traffic laws and regulations. The government of the Federal Republic of Nigeria through the Federal Road Safety Corps (FRSC) embarked on road safety campaign programmes, proper placement of traffic signs, periodic review of highway code, construction and maintenance of roads, recruitment and training of traffic police and road wardens on the enforcement of road safety rules and regulations, and a host of others, to see that the lives of the citizens of this country were not wasted unnecessarily.
