INTRODUCTION
1.0 Introduction
This chapter presents the introduction to web-based staff duty record management system. It presents the introduction, background of the study, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.
Background of the Study
A web based staff duty record management system is an online system that is designed to manage duties record allocated to staff in an institution. Staff duty allocation, or rostering, is the process of constructing work timetables for its staff so that an organisation can satisfy the demand for its services. The first part of this process involves determining the number of staff, with particular skills, needed to meet the service demand. Individual staff members are allocated to shifts so as to meet the required staffing levels at different times, and duties are then assigned to individuals for each shift. All industrial regulations associated with the relevant workplace agreements must be observed during the process. It is extremely difficult to find good solutions to these highly constrained and complex problems and even more difficult to determine optimal solutions that minimize costs, meet employee preferences, distribute shifts equitably among employees and satisfy all the workplace constraints. In many organizations, the people involved in developing staff duty allocation need decision support tools to help provide the right employees at the right time and at the right cost while achieving a high level of employee job satisfaction. The components of such a decision support system will typically include spreadsheet and database tools and possibly rostering tools developed from appropriate mathematical models and algorithms (Adeleke, 2011).

1.2 Statement of the Problem
The academic system involves a lot of paper work and this most time brings about confusion due to misplacement of files or papers containing relevant record. staff duty record is also done on paper and this is not effective as it brings about delay in retrieval of needed records and insecurity of information. The absence of a web based staff duty record system makes it difficult to: easily manage staff duty record, protect the records, easily update the records and get needed reports instantly.

The aim of the study is to develop a web based staff duty record management system for secondary school. The following are the specific objectives needed to realize the aim:
